Dear Members of Our Campus Community,

After 40 years of dedicated service to our university, including nearly 10 years of outstanding leadership of our Finance and Resource Management unit, Chuck Haines, our Vice Chancellor – Chief Financial Officer, has shared with me his plans to retire at the end of this academic year. 

I would like to express my sincere thanks and appreciation to Vice Chancellor Haines for his tremendous dedication to UC Santa Barbara, and for his countless contributions over the years to our financial management and capital planning efforts. Chuck has provided our campus with guidance and leadership as our campus continues to grow, helping to streamline and innovate solutions for the long-term stability of our fiscal foundation. 

We have posted the position for the recruitment of our next Vice Chancellor – Chief Financial Officer.

Prior to his appointment as Vice Chancellor – Chief Financial Officer in 2022, Chuck served for six years as our Associate Chancellor, Finance and Resource Management, where he developed and communicated campus policies on finance, accounting, budgeting, insurance, finance and accounting systems, and internal auditing. He spearheaded implementation of campus efforts associated with the UC Common Chart of Accounts, including the design and implementation of a new campus financial system. We are grateful for his contributions to our Long Range Development Plan and Capital Financial Plan, and his commitment to working collaboratively with colleagues across campus. 

In 2010, Chuck was appointed the Director of Capital Development, where he was responsible for the planning and development of UC Santa Barbara’s capital programs totaling $1.3 billion. He began his career at UC Santa Barbara Housing & Residential Services, where he played a key role in the development of Manzanita Village, the purchase of North Campus and Santa Catalina Hall, and the pre-construction planning for San Clemente Villages. 

Following broad consultation with our Executive Vice Chancellor, Academic Senate, administrative and staff colleagues, and students, I am pleased to announce Kerry Bierman, Senior Associate Vice Chancellor, Budget and Planning, as our Interim Vice Chancellor – Chief Financial Officer, effective July 1, 2025.

As Senior Associate Vice Chancellor, Ms. Bierman currently oversees the monitoring, planning, and forecasting of the University’s revenues and expenditures, and drives strategic financial planning, analysis, and modeling for critical areas. She provides leadership and oversight of the Campus Budget Office, Financial Planning & Analysis, Capital and Physical Planning, and Institutional Research, Planning and Assessment. She has been instrumental in the design and implementation of our new campus financial system and is uniquely qualified to address the vast breadth and impact the new system will have on campus financial management.

Kerry previously served as a Division CFO for UC Santa Barbara’s Design, Facility and Safety Services Division. She came to our campus from the County of Santa Barbara after holding roles as the Chief Financial Officer for the District Attorney and Community Services. Prior to moving to Santa Barbara, she served for seven years as the Director of Budget & Financial Planning at Oregon Health & Science University. 

Please join me in extending our warm congratulations to Chuck, and sincerely thanking him for his decades of service and numerous contributions to our campus community. We will miss him greatly, but we wish him the very best in his next chapter. Please also join us in welcoming Kerry as our Interim Vice Chancellor – Chief Financial Officer.
